Most international moves include transportation by ocean carrier between a U.S. port and a foreign port, and therefore fall under the regulatory authority of the Federal Maritime Commission (FMC). The FMC provides assistance to movers through its Office of Consumer Affairs & Dispute Resolution Services. Inquiries and complaints may be initiated by telephone at (202) 523-5807, or by e-mail to complaints@fmc.gov. Since 2002, the FMC has experienced a 400% increase in the annual number of complaints.
